Seed is a basic input for agriculture which plays a big role in production and productivity of the crops. Realizing the importance of good, healthy and genetically pure seed, Government of India enacted “The Seeds Act” during the Year 1966 and recommended the State Governments for setting-up Seed Certification Agencies in the State under Section 8 of The Seeds Act, 1966.
The Government of Himachal Pradesh established the Himachal Pradesh State Seed and Organic Produce Certification Agency under section 8 of the Seeds Act, 1966 (54 of 1966) to discharge the functions entrusted to the Certification Agency under Section 9 & 10 of the Seeds Act, 1966 (54 of 1966). The Himachal Pradesh State Seed Certification Agency is registered under the Societies Registration Act, 1860 (Act, XXI of 1860) vide Notification No. Agr. F-12-3/76-Vol-II dated 27.12.1978.
The Agency was also entrusted for certification of organic farms and their produce and consequently its name was changed to H.P. Sate Seed and Organic Produce Certification Agency vide notification no. Agr.F(10)-16/2003, dated: 19.02.2004. Presently, the HP State Seed & Organic Produce Certification Agency is authorized as Regional Council for organic certification under PGS-India certification system vide Authorization No.- PGSI/NEC/RC-4715,Dated: 27.04.2021 for Scope of Certification under Crop Production and Large Contiguous Area.

The main objective of the Himachal Pradesh State Seed & Organic Produce Certification Agency is to maintain high quality seeds of notified varieties and propagating materials and to ensure their genetic identity, known pedigree, high varietal purity and good seedling value through the process of certification. Certified seed has to meet the minimum standards of field as well as laboratory in respect of genetical and physical purity, health and germination etc. as per the Indian Minimum Seed Certification Standards prescribed by the Central Seed Certification Board.
To ensure organic production, on-site inspections and records verification that farmers are following their organic system plan as per the norms laid by NCONF under PGS-India to minimize the risk of prohibited substances.
